This device is called a “Tire Upsetting Machine”. Made to hold the ends of a steel wagon
rim in place so they can be welded together. This is a historic museum piece, never seen anything like it!

This item actually is for shrinking a metal tire. For example over time the wood fellows on wagon
wheels shrink making the metal tires loose. To fix that the metal tire was heated in one area placed
in your item between the two jaws, with leverage from a long handle that would have been
in the slot on the top of this the force brought the hot metal together making it a shorter diameter.
